Posted here are the Proclamations Of Governor Arnold Schwarzenegger convening the State Legislature into special session today to enact budget reform, repeal SB 60 and complete overhaul of the workers compensation system. Arnold wants results and doesn't want to wait til January. The Legislature will convene today at 4:00 p.m PST to act on the agenda set by the Governor.

Here is a press release from the Governor's Office convening the State Legislature to meet in special session as of today:

Gov. Schwarzenegger Calls Extraordinary Sessions 11/17/2003

SACRAMENTO

Governor Arnold Schwarzenegger today signed proclamations calling the Legislature into concurrent extraordinary sessions. The three special sessions will address workers compensation, undocumented immigrants drivers license bill and budget reform.

"Today, I have called the legislature into concurrent special sessions to address the concerns of many Californians," said Schwarzenegger.

"Specifically, I am calling on the members of the legislature to address runaway workers compensation, establish real budget reform and to repeal SB60."

The special sessions will begin on Nov. 18. Copies of the proclamations are available upon request.

and vest extraordinary powers in the Governor and Director of Finance in times of fiscal emergency;

What the hell does this mean? It could range from routine management authority to something really freightening.

I always evaluate this type of legislation from the perspective of what would I think if my sworn enemy was given the authority. I also suspect any legislation that represents a shared resonsibility when in fact one is an appointee of the other.

Go Arnold! This is much more than I expected as the first step once in office, even though the airwaves have been humming at the suggestion.

And all this before the cut-off date for people to declare themselves candidates for office. I have a feeling that many are going to watch these debates with interest, and I can just feel those hats warming up in people's hands to toss into the ring.

Throughout his campaign and on his inauguration day, Schwarzenegger demanded that lawmakers repeal the law, passed this year as Senate Bill 60, that gives illegal immigrants access to driver licenses.

But at his first news conference as governor yesterday, Schwarzenegger said he would consider a new license bill if it includes security measures, is limited to applicants in the pipeline for legal residency, and makes sure they are insured.

"Then we can move forward with it in a positive way," Schwarzenegger said ...
