Not really. The cops need a place "to go", so they don't "mess up" crime scenes, perhaps?
Perhaps they're concerned about evidence being flushed?
They may be dismantling toilets and drains.

Sounds about right, yeah. I don't see anything weird about them bringing portapotties. Not at all.
