That's what I don't understand. This "filibuster" isn't preventing a vote. Hold the damn vote.You can't call a vote while a speaker is holding the floor.

What's to stop the GOP from just popping in at 1:00 a.m some night and voting? Obviously I'm not real hip on my parliamentary procedure.
