I am forgetting nothing and have been speaking of the period of the Revolutionary War and the decades afterwards. There were no private cannon makers here to displace nor privately held cannons except on ships. Which were a different story.
I have been making the point that the RTKBA never applied to cannons since they could not be carried by militiamen from home to assembly.
And those officers in charge had to pass exams in mathematics to be commissioned. Also something I have been trying to get across.
