I think not. "Atheism" is not a lack of religious assertion. It, like Pentecostalism, is a specific belief.
What about taxes. Christians are forced to pay taxes for public lands, yet are the only group not allowed to use that land for their Christian activities. Why do you think that is?Christians have the same right to use public facilities for religious activities as Muslims, Jews, Atheists, Pagans, Wiccans, Zoroasterians, etc....
