It doesn't matter, a lottery ticket is described as "a bet", buying two tickets is the same as doubling your bet.
The lottery actually has rules that address this very issue.
It happened here in Massachusetts about 15 years ago with the MegaBucks, there were 5 winning tickets sold, one person owned 2 of them.

well I firmly beleive that winnings should be divided amongst TICKETS rather than WINNERS, but I do wonder, with 3.5 mill at stake, how will it be before some lawyer challenges this?
