This headline *barely* matches the actual content of the story. We've been trying to accelerate this for a long time and are disappointed at the progress the Iraqi Council has made. This title makes you think there's been a radical shift in strategy. Maybe so, but nothing in the story indicates that.

President George W Bush ordered his senior envoy in Iraq last night to speed up the handover of power to local politicians, following warnings from the CIA of impending disaster and a suicide bombing that killed 18 Italian paramilitary police.

This opening statement is never sourced nor referred to again in the article.

We would like to get out of there as soon as possible. That has been Bush's stated plan since months before we invaded. There has been no change in that policy.

When the United States has obtained the following requirements, we have achieved the endgame and may depart.

1) Permanent U.S. military bases in Iraq.

Absolutely NO compromise on this issue!

2) A strong Iraq economy and freedoms, as an example to other Middle East countries. "This is how it is done, your turn..."

3) No oil or other business contracts to countries that failed to support the United States during the liberation of Iraq.
