None of these visas are available for people who come from countries that have sent more than 50,000 immigrants to the United States in the past five years.

So Mexico was disqualified after about a month.

That sounds about right.

I wonder how many legal immigrants do come from Mexico? If I'm not too lazy, I'll do some web searching and see what I can find.

Legal immigration from Mexico should be drastically curtailed, also. The Mexican people and the Mexican government have shown time after time to be completely contemptuous of US immigration law. There are consequences for this within the visa lottery process, and there should be consequences for Mexico on student visas, tourist visas, etc. Drawing a parallel to the drug certification process, Mexico's immigration stance can only be deemed as non-cooperative.
