NOTES/HISTORICAL COMPARISONS The monthly report, which is normally released on the second Tuesday was the month, was issued a day early due to the Veterans' Day federal holiday on Nov. 11. Index values greater than zero suggest expansion, while values less than zero indicate contraction. The Richmond Fed manufacturing index covers activity in the fifth Federal Reserve District, which includes the District of Columbia, Maryland, Virginia, North Carolina, South Carolina and most of West Virginia. The fifth district produces approximately 9 percent of the nation's gross domestic product.
