I wonder a little about what he means by "the responsible exercise of liberty." It seems to me we have plenty of irresponsible people here in the U. S. exercising their liberty, and for the most part it doesn't really hurt us much -- once in awhile they even do something good.
I wouldn't want foreign leaders to think it's okay for them to allow things that seem like "responsible" liberty, but it's okay to crack down on things that seem like "irresponsible" liberty -- liberty doesn't work that way.
