The Washington Post Metro Section reported this today. It says he jumped:

A 58-year-old State Department employee was found dead yesterday after apparently jumping from the top of the department's headquarters building in Foggy Bottom, D.C. police said.

In answer to a question posed by another poster, it has turned fairly chilly in the DC area in the last few days. You would not want to be outside without a jacket (not to mention shoes), particularly in the early morning hours.

How do they know he jumped from the top? Evidence on the roof?

We must resolve ourselves to the fact that we will never know what happened or why.
