I'll admit that my claim as to the bill being outwardly geared towards minorities was factually incorrect. However, as is the case with welfare and other govt giveaways, minorities have a far greater ratio of usage in terms of population than whites or asians. This bill was designed with that in mind.
If we really want to aid the disadvantaged in this country, be they black, whiote or whatever,we have to stop with the entitlements, shrink govt and let people keep more of their OWN money. Katherine Harris' bill does not do that.

I agree with your last statement. I just hate to see her labled unfairly, when you can say what you said for just about any type of legislation aimed at the poor.

What's the hardest part of become a home-owner -- saving for a downpayment while still paying rent. You should know that welfare recipients are normally discouraged from trying to save money, operate businesses, etc.
And it isn't a giveaway. It's a grubstake, fer Freepin' out loud!
