It's not the money so much as the time and the number of legal immigrants already here. Once we hit our legal quota of immigrants, nobody else from a target country is allowed to immigrate...so they resort to the illegal route. Interesting. I was always under the impression (perhaps wrong one) that the US had no immigrant quota for Mexico, or other countries in Central America, thanks to the Carter administration.
(maybe it just seems so?)
Or that those countries just had a much larger allotment than perhaps Europeans, or those from different continents.
