Yeah the bridges could be the spliting in 3 but there's a few other things that we should look at.

It could be a number of things so be ready for anything I'm thinking a combo hit, power blackouts, mass bio-toxin mailings, stealth snipers. Any one of these have already happened and caused a lot of problems. Together, at the same time, and national would be devastating.
