It is actually this de-facto use of Word, Excel and Powerpoint by the government for document interchange that I detest. You cannot expect a citizen to buy software just to use government documents...

Word, Excel, Powerpoint, and other Office components all have free reader software... just like Adobe offers free viewers for Acrobat PDF documents.

And writing these formats? If you send something to the government, it generally has to be Word or Excel, although PDF is often accepted. A more open format would be preferable. Picking a closed format, making our government and people beholden to and at the mercy of one company, is just plain wrong.
