I think it was a stupid Freudian Slip on Snotty's part. I think he got the word "unapproachable" confused with "irreproachable" in that he thought the first word was the opposite of the second word (which it is not).

"Violence towards women is unapproachable,"....." Wasn't that choice of words so strange? Unapproachable? He seems to have a habit of going for intellectual sounding words and phrases. His delivery of those same words are made in such a strange manner that it makes me really notice him.
Did anyone here watch the TV show that had one or two talking heads wondering if Scott's had a psych eval yet? Not to mention what it might have in it, they said.....
It was said on TV that if the eval is done, the defense can keep it a secret until they decide whether they are going to use the info. Thus keeping it from the prosecution until the last minute...
Does that sound right?
