I believe a Democrat-controlled congress passed the independent counsel statute, and that the Attorney General is the one who appoints an independent counsel. I wasn't aware an IC appointment required a bipartisan action in Congress.

Additional views on the interim report (1). The announcement of our independent investigation (2). And (3) additional views on the final investigation

They plan on holding DEMOCRATIC controlled hearings....imagine live CSPAN/CNN/NBC coverage in an election year.
