It looks pretty dour for Katz right now, but you never know. And besides, if he does well among voters in the 13th Congressional District it could well be a preview of the 2004 open-seat House election.

In Houston, Orlando Sanchez has an excellent chance of making the run-off, although it's not a slam-dunk. A Hispanic Republican mayor of Houston would be a makor coup. If Sanchez fails again, he should consider running for the House in the new Houston-to-Austin district (a heavily GOP seat) or, of he's feeling adventurous, in the Hispanic majority 29th District.
