These are EXACTLY the same questions posed when debating the implementation of a tax on income here in the US. Hence the IRS.

Everyone pays for bandwidth. It is easily tracked. How about $0.00001 per byte? Too complicated? How about just a "flat-tax" of $2.95 on all internet connections through ISPs in addition to your states sales tax.

Voila- Every email has been taxed.
