Using the limited data available, MPP estimates that there are 15,668 marijuana offenders in federal prison, 13,670 in state prison, and 7,222 in local jails.

MPP concludes that the government must implement better data-gathering techniques to assess the impact of marijuana prohibition. A government committed to fighting a war against its own citizens should be held to the highest level of accountability to justify its actions. It is unconscionable that not one government agency can determine with any degree of certainty how many marijuana offenders are presently locked in cages with dangerous criminals. MPP implores the federal, state, and local governments to compile thorough, accurate, and timely data on the number of marijuana offenders incarcerated in the United States.

Even your 2% is a lie, the estimated number by MPP is 12%
