There is some truth to that. There appears to be a higher incidence of earthquakes in CA during weather patterns similiar to the one present over the past few days. The cause may be related to a change in the stress exerted by the wind on the earth's surface when the wind blows from the east as it has been doing the past few days.

I was in Sunnyvale, Ca during the Loma Prieta earthquake. It was a hot dry day.
