I don't know if any of the talkinghead socialists like Peter Jennings have noticed but there is an overall strategy that is clearly being followed.
The Military's ongoing Offensive in the the War in Iraq is proceeding WELL on approximately Five Fronts in Iraq
1. Military rooting out of thugs/terrorists. (The hard work of our brave warriors.)
2. Infrastructure reconstruction/renewal coordinated by our Civil Affairs personnel (as in this article)
3. Political reconstruction coordinated by Bremer & Staff in building new local, regional, and national governments, and armies.
4. Economic reconstruction coordinated again by Bremer & staff in encouraging/revitalizing economy and formerly moribund industrial/petroleum output.
5. Institutional reconstruction revitalizing/renewing medical, educational, and social service institutions; civil affairs teamed with medical and other assets. (Article last week on training new methods to Iraqi obstetricians is an example.)

The real secret of the Roman Empire was that the army built the roads and aquaducts, and that the locals found these to be well worth the cost of paying for them, politically and financially.
Of course, the other thing the Romans did was cut up the Kurds into four separate nations, and the area was always a pain in the butt...

Belling (sitting in for Rush) just related a story from Southern Iraq.
They had a big ribbon-cutting ceremony when they opened up a brand new water-treatment plant down there. Big celebration, lots of Iraqi's and Americans there, but not one member of the US media.
