Read the Mexican Press...even if it is published in Phoenix...to see what they think is going on.
My guess, however, is that they are just like ours. They'll say things their way to advance their position. Whether Arizona's state officials did or didn't push to have the fence work stopped, the Press is going to say they did as a way to push the Bush Administration into supporting it and convincing the public that the administration supports illegal immigration...
Just a (rambling) thought.
