You'll have to pardon my ignorance, but isn't the timing of these fires a bit odd considering the language Davis used to describe the fires and Arnold's language about circumstances under which he might raise taxes.
So, isn't there just a teensy weensie chance that Davis and Mullholland arranged for this particular "natural" disaster???
I believe they called this tactic "scorched earth."

Heard Geraldo comment about how this was going to make it so much more difficult for Arnold coming in as governor, and got an immediate mental image of Mulholland's rage on election night.
