Savage had calculated that the state had already lost more money then they wanted to collect in just those couple of weeks. (Not sure on how he reached the numbers, though.) And that was JUST San Diego...


He most likely did a phone survey of car dealers, used their figures, and compared the extra 2/3 rds of the license fees against the sales taxes on a new car, most of which are over $20,000. The additional loss of income for the salesmen means fewer purchases with sales tax in the state, also.

Savage ignoring the fact that there was a huge surge in auto buying running up to the date of the increase.
