If the state was a person, they should cut up ALL the credit cards, cut everything that isn't absolutely necessary, and get used to the idea that there's not going to be any spending money for quite a while. Since it's CA, who knows what will happen.

A local Sacto TV station last night had a "investigative" report they ballyhooed all day. State workers with cell phones using them for personal calls. One worker ran up a bill of $1700.00 in just one month. That's just one of the problems this state has, and not only doesn't Davis get why we recalled him, he doesn't understand why so many of us are leaving. We won't live long enough to see Calif come back up out of the financial and immigrant muck and mire.

Some of them have credit cards too. You can imagine the waste that goes on in that area. And personal usage of state vehicles... enough personal usage so that the individual doesn't have to purchase their own vehicle (or pay for gas, insurance, repairs, license, etc.)
