A couple more actions are needed in your scenario:

SEAL THE BORDER on ALL COMPASS POINTS.

Cancel all 1-R and H-1B visas so that the jobs being held by foreign nationals can go back to Americans at American wage rates not the foreign worker bargin basement wage rates.

Then and only then, a company must fully justify in writing any request for each individual and every Non-American to work under one of those programs and no they are not allowed to shift the work overseas in ANY fashion.
