I am very familiar with Stafford. It is a very conservative town, right next to SugarLand, the home of Tom DeLay. It is a very low tax area. Unlike most municipalities in Texas, there is NO property tax, which is how most city governments are funded. I'm on board with keeping taxes low, but if you can't fund basic city services, like picking up garbage, fixing potholes, providing for police, residents tend to get a little annoyed.

The residents don't get a garbage bill? Kewl! I get (high) property tax and a garbage bill!

I apoligize for giving you a whole lot of history that you probably already know. I was answering your coment about the choice that the City Council will have to make, and I didn't realize that you lived around there.
