Re: the Medicare vs. Medicaid. I have heard it both ways. Medicare does not have a means test for the elderly or disabled. Medicaid does.
As far as the other, I understand what you are saying, yet the LAW is clear [isn't it?]. If the 'I will defend the rule of law' rulers don't hold someone's feet to the fire in this, then maybe the court of public opinion [FReepers, again!] will have to. If they so blatantly ignore the law, why should anyone else obey it.
