-First, the states have the OPTION of charging resident rates to these kids from their state, they don’t necessarily have to.
-Despite popular myths, MOST UNDOCUEMTNED PEOPLE DO PAY TAXES and thus states have the option of extending a service to a taxpayer who is already paying for it.
How do they file without a social security number? I have to have ssn's for my kids on my return.
