It's only a guess on my part, PYW, but I wouldn't think this is a new admission but an ongoing situation. Much like leaving your home for a Dr.'s appointment without real change in the patient's health.
If this were Coral Snake's post regarding hospice, his point was Terri was admitted to hospice THREE YEARS AGO, and CNN later reported that Hospice was paying for her care. Under Federal guidelines, if hospice is ordered for the terminally ill, it is paid for through Medicare.

Much like leaving your home for a Dr.'s appointment without real change in the patient's health. In the long term care facility where I used to work we had a three-day "bed hold" on residents who had to be hospitalized. I believe it was because medicaid funding would cease on the fourth day. I worked in payroll, not billing, so I'm not quite sure how it all worked.
Although I can't site the sources, I believe I read that Terri was on Medicaid and that she had once worked in an insurance agency. I assume Michael has some large life insurance policies on her.
