I guess two things:
1. Legally, Michael (for now) is her legal guardian, and he is her family that has authority for her care within the boundaries of the law, and
2. I was thinking of the Biblical description of family.

So what about the woman Michael has been living with since 1995, has 2 children by and who he calls his fiancee?
What are they?
I'll answer for you. They are Michael's family. Terri is just in his way.

"I was thinking of the Biblical description of family."
Nowhere in the Bible does it say your parents and siblings are no longer your family just because you got married.

"1. Legally, Michael (for now) is her legal guardian, and he is her family that has authority for her care within the boundaries of the law" Doesn't it disturb you just a little bit that the fox is guarding the hen house?
"I was thinking of the Biblical description of family."
For He who said, "DO NOT COMMIT ADULTERY," also said, "DO NOT COMMIT MURDER." (James 2:11a)
Skipping down a couple of verses, this one seems quite fitting for the situation at hand:
For judgement will be merciless to one who has shown no mercy; mercy triumphs over judgement." (James 2:13)
