Privatize the parkway or close it.
If people need to get from point A to point B, there's almost always a quicker way to do it than the parkway. The parkway is strictly a luxury good for those who like to drive in amazing scenery.
I love driving on the parkway. But where in the Constitution does it allow the government to take money from someone in Paducah so I can drive in nice scenery?
The Interstate Highway System might be vaguely constitutional since it's needed to move vehicles around for national defense, but the parkway does not serve such functions.

Only certain sections of the parkway would work as a toll road. In many areas, it is used by locals as a primary roadway.
