I honestly don't think the hopital would have admitted her if they didn't intend to follow the Governor's order. If they didn't want to obey the order they could have just refused to admit her, right?

I'm not sure. Difficult for the hospital to handle the public outrage that refusing to feed Terri would provoke at this point. Hiding her in a back room while ignoring the Gov.'s order would more closely follow the rest of Terri's sorry treatment by those charged with caring for her.
