He COULD NOT make a decision on his own. The ruling had to go through proper channels to have it stick. Think about it...President Bush cannot make such rulings on his own. Governorships basically work the same way.

You're absolutely correct. Gov. Bush needed the Legislative Branch of the government behind him---this is the branch that speaks directly for the people and passes the laws.

The Executive branch (the governor) cannot act on its own to overturn a judicial decision because it cannot pass law.
