ACLU has access to law school clinics. They have law students who work AS LAWYERS under the supervision of licensed lawyers. The students do the work as if licensed as long as they are supervised on their cases. It is a source of cheep legal labor. Usually the supervision attorney is one of their ivory tower law school professors.
