Forgetting snopes for a second, I have sitting in front of me 14 CFR Part 1200 to End, 2003 edition. Part 1211 is marked as "reserved", which is commonly used for provisions that were either deleted or never filled in the first place. The regulation doesn't exist any more, though I don't doubt that it did at one time. As for the possibility of a "secret" regulation subjecting civilians to criminal liability, that's unconstitutional and would be blown out the door by the first judge to hear it.
