So, had Bush put Terri's fight on the agenda, only a majority vote would have been needed? If Byrd introduced the bill, it would required 2/3 of both houses, but I presume that King could have still blocked it in the state senate. If true, Bush was undercutting Terri all along. Why would he do such?

Maybe he gets a cut of King's goodies.... NOTHING would surprise me anymore.
