That is from the article in post #506. A direct quote from Byrd. So it looks like he very likely gave the family false hope.

But he didn't say he was going to introduce a bill. Also, notice how selective the quoting is.

Maybe this is a piece of shoddy journalism that was fueled by internet gossip...who knows?
