Noooooo!!! Judge Greer would still have jurisdiction!!!
As far as I can tell, it looks like the bill just specifies that the judge will appoint a guardian to make recommendations to the Governor. But, the Governor doesn't have to accept those recommendations. I hope that's the right interpretation!
