Hundreds of minimum-security prisoners will soon be picking up litter and doing other chores along state roads. The Pennsylvania Department of Transportation and the Department of Corrections are working to expand the program now operating at five state prisons to all 25.

In Michigan traffic fines are doubled in construction zones, and we have warnings signs stating there is a $7500 fine for injuring or killing a "worker" plus 15 years in jail.
If someone hits a Pennsylvania "worker" picking up trash, will there be a fine or a bonus payment?
