From my understanding, that's correct. If there's any conflict of interest, or any other reason he can't decide cases in a fair and unbiased manner, he's supposed to recuse himself, but he gets to decide when those conditions apply.

Pretty nifty, huh? Terri was in big legal trouble even before her family first walked into Greer's courtroom. And the laws intended to prevent "judge shopping" merely inform that someone who hands the right judge will be at a huge advantage, and someone who gets stuck with the wrong one will be forever [bleep]ed.
