One of my favorite state legislators, Randy Graf (AZ) and I were discussing this today. It's a crime to take representation from US citizens.
The other problem is that legilative and cngressional districts are apportioned, due to Justice Dept. rulings, accordint to "communities of interest" which means "communities based on ethnicity". This is so un-American. I thought our Constitution was based on INDIVIDUAL rights.
How did we let this happen?
