The courts and politicians know they can just ignore people who will go away like good little citizens when told it is over.
Her family will have to go into the hospital and GET HER OUT NOW BEFORE IT IS TO LATE. Then care for Terri themselves. I am sure there will be plenty of qualified volunteers to help.
