"Who are the Congress persons who support this?"

They never said, did they? Aside from this line...

Whenever there's a billion dollars to hand out to special interests, influential members of Congress—Democrats and Republicans—are always lurking in the background.

If it were mostly Republicans, I confidently believe Time would have named names. Since they didn't, I'm just as confident that this is mostly a Democrat-driven scam. The original timeframe and objective of the tax credit strongly suggests that it was a Democrat feel-good initiative -- written to benefit Democrat donors.

It's the same as the ethanol from corn scam. Supported by farm state congressman and senators of both parties. It's nothing but subsidized 'food burning'.

If decisions had to be made based entirely upon economic facts of life there might be hope for a real solution, not one based upon who gets the taxpayers money.
