I'd say it comes under both. Suncoast is connected to the federal hospice laws. In fact that hospice is behind to the feds to the tune of almost 15 million dollars. They might have thought they could pay off their debt by having a drive-through death factory. Terri should not have been in hospice in the first place. Hospice is for the TERMINALLY ILL. Never did Schiavo, Felos, et al claim she was terminally ill. Their claim was that she was PVS. It's been a fraud from the beginning. It appears most of Terri's rehabilitative money went for Felos' legal fees. She was in hospice on Medicare, I believe. I've heard it both ways. She would have to have spent down to get Medicaid, but being disabled, she would be covered with no means test under Medicare. The fact remains, she should never have been put in hospice. I think Schiavo et al and the hospice should have a lot of explaining to do. Since federal laws were being violated, both Bushes could and should have ended this before it started. I hope Jeb ends it before any more harm is done.
