Edwards, Lieberman and kerry skipped out on this vote. LOL Surprised? They've also harped on the President on Medicare, on not funding first responders, etc, and yet they've all missed votes where the President has tried to solve some of those issues. That way they can keep on harping. Its the unsurprising spinless way to go.

Sorry to seem dense, but what exactly does this bill accomplish? Is it a "feel-good" thing so that everybody can feel patriotic, or is there some action to be taken? I'm not clear on this.

Not Voting - 3 Edwards (D-NC) Kerry (D-MA) Lieberman (D-CT)
The symbolism of this is perfect. Maybe that's why The Senate takes symbolic votes. The Dems running for The White House have been completely AWOL on national security.
