It would appear that Terri has been the victim of a crime.
Has this crime ever been investigated?
Articulable evidence exists that would lead a reasonable person to believe that criminal activity has occurred.
This is probable cause for an investigation.
An investigation would supercede the court order and would save Terris life for the time being.
