Bolivia October14, 2003 This Public Announcement is being issued to alert U.S. citizens to violence generated by anti-government protests in many parts of Bolivia. It expires on January 14, 2004.

Anti-government protests in Bolivia, primarily centered on the cities of La Paz and El Alto, have resulted in many deaths and injuries since early October. The airport serving the national capital of La Paz is located in El Alto and has, on occasion, been closed by the violence. Many private businesses and public offices in La Paz and El Alto are also closed. There is no public transportation in the area due to gas shortages and a strike by transportation workers.

U.S. citizens are advised to defer all travel to the La Paz/El Alto area, and overland travel in the northwestern areas of Bolivia, in particular to Lake Titicaca, Oruro and the Yungas Valley, until further notice. Less violent protests are being held in other cities of Bolivia, including Cochabamba, and U.S. citizens should monitor the local situation.

U.S. citizens residing in or visiting areas affected by the protests are advised to remain inside whenever possible. If traveling, citizens should avoid demonstrations and makeshift roadblocks consisting of large stones. Under no circumstances should anyone attempt to go around or through a road blockade, even if the blockade appears to be unattended.

The U.S. Embassy in La Paz continues to review its security posture and may, from time to time, close for routine consular services. U.S. citizens in need of Embassy assistance should call the Embassy’s Consular Section at (591-2) 243-3812 during working hours or 243-0251 after hours or on weekends before attempting to travel to the Embassy.
