Why can't Jeb Bush convene a special session of the legislature to grant him the ability to stay an execution in civil cases (as he can in criminal cases)?

The legislative and executive branches of government are part of a system of checks and balances to prevent the judiciary from abusing its power, and vice versa. USE THEM!

Many of us on this forum suggested a special session long ago. I emailed Bush and asked for such. This has never been given serious consideration to my knowledge.
